Job Description
The HCIS Consultant is responsible for managing and executing all activities related to compliance with the High Commission for Industrial Security (HCIS) directives across all project stages. This includes preparing and submitting Stage 1 (Risk Assessment) and Stage 2 (Design) documentation, reviewing Stage 3 (Construction) and Stage 4 (Final Inspection) deliverables, and coordinating directly with clients, contractors, and HCIS representatives to achieve full approval.
Key Responsibilities:
Stage 1 – Security Risk Assessment (SRA)
- Conduct site visits, threat analysis, and risk assessments per HCIS directives.
- Identify facility classification and determine the appropriate security level (A, B, C).
- Prepare the Stage 1 SRA Report and supporting documents for HCIS submission.
- Coordinate with clients and HCIS reviewers to address comments and obtain approval.
Stage 2 – Security Design (Concept & Detailed)
- Develop and prepare Stage 2 documentation, including security concept layouts, block diagrams, detailed system designs, BOQs, and compliance matrices.
- Ensure designs comply with HCIS standards, client security requirements, and site conditions.
- Participate in technical and design review meetings until HCIS approval is achieved.
Stage 3 – Construction & Implementation Review
- Review contractors’ shop drawings, material submittals, and method statements for HCIS compliance.
- Conduct field visits and technical audits to ensure installations align with approved Stage 2 designs.
- Provide compliance reports and guidance to resolve non-conformities.
- Participate in coordination meetings with EPC contractors, end users, and HCIS inspectors.
Stage 4 – Final Inspection & Handover
- Attend pre-final and final inspections with HCIS representatives.
- Review as-built drawings, test results, and commissioning reports.
- Prepare the final compliance documentation package and support clients in obtaining HCIS final approval.
- Document lessons learned and improvement recommendations for future projects.
General Duties
- Maintain an updated archive of all HCIS submissions, revisions, and approvals.
- Monitor updates to HCIS directives, circulars, and amendments and ensure internal compliance.
- Provide internal training and technical support for engineering teams.
- Liaise with clients, consultants, and authorities to resolve compliance or technical issues.
- Review new projects, proposals, and tenders to identify HCIS requirements and prepare compliance documentation.
Job Qualifications
- Bachelor’s degree in Security, Electrical, or Systems Engineering (or a related field).
- Minimum 7 years of experience in physical security systems and HCIS compliance (Stages 1–4).
- Proven experience with Aramco, SEC, SABIC, or other critical-infrastructure projects.
- Strong analytical and documentation skills.
